It sure seems that way. Leftists really seem to practice the "no enemies to the left" philosophy, so the criminals among them risk exposure and prosecution only if they shift rightwards. The intelligence services also seem to gather dirt on everyone indiscriminately, so they can use it as leverage or as a means to destroy anyone who gets too far out of line. I don't know if intel agencies were involved in this case, but in light of Operation Mockingbird and (more recently) the Twitter files, orchestrating a smear campaign on Russell Brand would be very much in keeping with their institutional culture.
