Until more evidence comes to light (assuming it does), my gut favors Secret Service incompetence rather than malice. I think about it this way: does anyone truly believe TSA could stop someone who's motivated enough from getting a weapon on a plane? The "security" is primarily theater, and the sheet number of times nothing happens dulls them to responding to any real threats. So I imagine it was with the Secret Service after dozens of Trump rallies in which nothing happened. Corners are cut and reflexes are slowed. Yes, it's their job to be prepared for anything, but that takes a lot of mental and physical stamina that few people are capable of maintaining over a long period of time.
This is not to excuse anything that happened, but it gives me a glimmer of hope that reflexes will be sharper and fewer corners will be cut in the future.
